I find the original post documenting the bug fairly entertaining. https://weblogs.asp.net/cumpsd/81098 Somebody immediately saying it's an encoding error accompanied by several people "troubleshooting" by copy and pasting the resulting text to other programs, and ending off with someone three years later posting in all caps asking for help with a completely unrelated problem.

I think the article doesn't really clarify the reason these bugs exist. After all, is it really a bug? What if I so happen to be working with Chinese Unicode files without BOM that are also valid ASCII files? Then it would seem to me that Notepad was previously behaving correctly, and ever since Vista they introduced a bug! No, this isn't a low-level bug tied to any particular Windows API function. It's a shame that utf8 wasn't created sooner so this and other bugs could have been avoided outright.
